ELC-09-1 – Change the number of flights in events 604, 610, 612, 618 & 620 to the discretion of the CD.
For paragraphs 4.2.1, 1.3, 4.5, 4.12, 4.14 change “Three (3) to Six (6) flights will be performed…”
To: Three (3) or more flights will be performed.
Logic:
The Contest Director should have the leeway to determine the number of flights in these events considering field conditions and nature of the contest.

ELC-09-2 – Change the wording of the flight task of events 609, 610, 612, 618, 620 to eliminate the wording “or less”.
For paragraphs 4.2, 4.3, 4.5, 4.12, 4.14 change “The flight task is an eight (8) minute duration (or less at the discretion…)”
To: “The flight task is an eight (8) minute duration (at the discretion…)”
Logic:
The current text is in error from the rule change passed in 2007. The flight task should be at the discretion of the CD so that he/she can adjust for field condition variables.

ELC-09-3 – This proposal is to clarify that there is to be only one continuous motor run in Event 610 Radio Control Class A Sailplane Limited Motor Run.
Section 4.3 Paragraph 2.
Present Rule: “The motor run is limited to 45 seconds and may be made shorter at the discretion of the CD”.
Exact Wording Required: “The motor run is limited to 45 seconds or less of a single continuous motor run, but may be shorter at the discretion of the CD”.
Logic:
The current rule did not state that the motor run was to be a single continuous motor run which was the original intent of the rule.

ELC-09-4 – This proposal is to take the time of the motor run and subtract it from the flight time for Event 610 Radio Control Class A Sailplane Limited Motor Run.
Section 4.3 Paragraph 4.
Present Rule: “Each second of flight time will be recorded as one (1) flight point”.
Exact Wording Required: “Each second of flight time will be recorded as one (1) flight point from which will be subtracted each second of motor run time recorded as one (1) motor run point”.
Logic:
Subtracting motor time from flight time will reduce launch height. The current development of power systems for electrically launched sailplanes has resulted in launch heights that have been beyond the vision of the pilot which creates serious safety issues.

ELC-09-5 – This proposal is to clarify that there is to be only one continuous motor run in Event 612 Radio Control Class B Sailplane Limited Motor Run.
Section 4.5 Paragraph 2.
Present Rule: “The motor run is limited to 30 seconds but may be shorter at the discretion of the CD”.
Exact Wording Required: “The motor run is limited to 30 seconds or less of a single continuous motor run, but may be shorter at the discretion of the CD”.
Logic:
The current rule did not state that the motor run was to be a single continuous motor un which was the original intent of the rule.

ELC-09-6 – This proposal is to take the time of the motor run and subtract it from the flight time for Event 612 Radio Control Class B Sailplane Limited Motor Run.
Section 4.5 Paragraph 4.
Present Rule: “Each second of flight time will be recorded as one (1) flight point”.
Exact Wording Required: “Each second of flight time will be recorded as one (1) flight point, from which will be subtracted each second of motor run time recorded as one (1) motor run point.
Logic:
Subtracting motor time from flight time will reduce launch height. The current development of power systems for electrically launched sailplanes has resulted in launch heights that have been beyond the vision of the pilot, which creates serious safety issues.

ELC-09-7 – Adding goal & return distance for AMA electric sailplanes.
After “For open distance, no declared goal is required” page ELC-5 section 4.7 and:
“For goal and return distance, the pilot must specify in writing before the flight the turnpoint to be used as a goal and the place where the model will land. The record for this task shall be the sum of the longest straight line distance between the launch and goal positions added together with the longest straight line distance between the goal and landing positions. For goal and return, the point of landing must be within 300 meters (984.25 feet) of the launch point.
Logic:
The intent of this rule change is to include goal & return for RC Electric Sailplanes in a similar manner to RC Sailplanes and in accordance with FAI world record rules.

ELC-09-8 – Remove sentence from Electric RC Records requiring that each record must be set by its own flight so that combinations of records may be achieved with single flights.
ELC-4, Col. 2, section 4.7 states “each record must be set by its own flight (multiple records for any one class may be attempted with a single flight provided sanctions are obtained for each task)”.
Change to: “multiple records for nay one class may be attempted with a single flight provided sanctions are obtained for each task”.
(i.e. – remove confusion that results from first sentence that says records must be established each with an independent flight).
Logic:
These two sentences are confusing in that flight is not possible while the parenthetical second sentence states that they are. The rule change simply omits the former sentences.
