RCH-09-1 – Add at the end of paragraph 10 and paragraph 15:

However, if the model is fitted with paddles on the flybar regardless of whether the full size has them or not, the model will not be considered flybarless and will not gain the additional 50 point bonus.

Logic:
This is to prevent an entrant building a model such as the Hiller which has a flybar and paddles, but which do not work anything like those on a model, and then fitting a stock 2 blade flybar head and getting both the improved flying characteristics of a flybar head and the 50 point bonus.
