SC-09-1 – Add a new paragraph under Static Judging.

“Time limit for static judging is 15 minutes”.

Logic:
Proposal adds fairness to all competitors. Static judging of some planes can take as long as 45 minutes. While others are complete in 15minutes or less. Fifteen (15) minutes will allow an average on 5 minutes for each category, accuracy of outline, craftsmanship and finish, color and markings.

SC-09-2 – Add a Team Fun Scale Class.

The rules for the event would be identical to Event 520 and 522 with the exception to the wording of 522 to read “owner of the model” instead of “builder of the model”.

Logic:
Having a Team Fun Scale class would allow those that do not build complex scale subjects to compete in a team scale class. The objectives are the same as the current team scale class.

SC-09-3 – Change flight plan of Control Line 509 Sport Scale to be the same as FAI.

Current:
8. CL Flight Plan. The CL flight plan shall consist of 10 maneuvers and/or scale operation, four (4) obligatory and six (6) optional as follows:

Change to:

The overall smoothness of the performance of all of the above will also be considered.

SC-09-4 – Allow use of high strength fiber lines in events that currently use stainless steel cables.

General Para.5 .......All lines used to control flights shall be steel music wire or metal of equivalent strength, or braided cables made from gel-spun ultrahigh molecular weight polyethylene(GSUMP). ......

Gel spun braided lines (Spectra(tm) or Dyneema (tm) fiber) may be terminated two ways. The first is to fold the line back against itself and tie the loop in a double overhand knot by forming a loop with the doubled line and passing the folded end through the loop twice. Lubricate the line with water or saliva to assist in pulling it smoothly tight. To terminate lines using line clips the line should be tied to the clip using a “half blood knot”. Loop the line through the clip, wrap the line around the standing end 5-6 times and bring the free end back through the loop on the line clip. Lubricate the knot with water or saliva and pull tight smoothly.

Logic:
The gel-spun ultra high molecular weight lines offer many advantages over steel wires, both solid and stranded. The GSUMP material is does not kink. It is almost totally immune to fatigue (the lines will not break from vibration at a point where they have been bent). The high visibility colors make it much easier to see the lines laying on the ground. They are highly resistant to wear when rubbed against each other (approximately four times more wear resistant). They stretch less and are easier to make up when they do wear and need replacement. The lines are made of many, many fibers so when wear and fiber breakage are seen they can be replaced in a timely manner.

SC-09-5 – Add two new additional scale event categories to permit models not built by the contestant (such as ARF’s or other acquired models) that are static judged and flown to the same competition rules as Expert.

Add the following new event after RC Team Scale (page SC-22):

Radio Control Open Scale:
The rules for this event are identical to Expert Sport Scale, Event 512, except as noted below:

1. Eligibility. This event is open to any modeler built, purchased built or factory built RC Scale model. There is no “builder of the model” that must be present to participate.

2. With advance notice, the event may be conducted in different classes based on skill or age level, i.e., Open-Expert, Open-Novice, Open-Junior, Open-Senior etc.

Logic:
Older conventional kits are now difficult to obtain and ARF’s now pre-dominate the market. It has also been recognized that Scale modelers talented in building and flying are diminishing each year and the average age of these few remaining skilled modelers increases. This proposed new Open category event may help change that trend and get younger modelers involved that are initially interested in flying.

SC-09-6 – Require calling, start/finish, of maneuvers and a minimum of two laps between maneuvers in control line Sport, Profile, Designer and Fun Scale events.

Insert new rule under event 509. This will automatically carry over to events 524, 521 and 526.

7.5 (New) Each maneuver must be announced prior to commencement and called on commencement by the word “NOW” (or its equivalent). Completion of each maneuver must be announced by the word “FINISHED” (or its equivalent). Failing to do so, loud and clear, will result in the loss of marks for that maneuver.

7.6 (NEW) Between the end of one maneuver and the start of the next one, the competitor must fly the model a minimum of two laps. Less than two laps between the end of one maneuver and the start of the next one will result in zero points for the subsequent maneuver.

Logic:
This will make the judges’ job easier. With the current rules, the judge has no idea when a maneuver will take place. The laps of level flight will give judges tie to record the score fore another maneuver commences. All other scale events have similar concepts. This will also help pilots develop habits that are needed in the more rigorous F4B class. The proposed wording is essentially a copy of the current F4B rules.

SC-09-7 – For control line scale events 509, 521, 524 and 526, reduce the value of TAXI maneuver from a maximum of 20 points to a maximum of 10 points. In other words, it will only count as a single option.

Under Event 509, revise 8.3, 9.1 and 9.2 as follows: This will automatically carry over to events 521, 524 and 526.

8.3 “Touch-and-Go”, Taxi (maneuver) and Retract Gear…” to be rewritten as follows: “Touch-and-Go (maneuver) and Retract Gear…

Logic:
I do not know the logic for the current rule, but it has been in effect for a long time. Technology has progressed during that time and currently available engines have very reliable throttles. The challenge of running an engine slowly so as to taxi the model around the circle does not seem to be twice as difficult as most of the other maneuvers and options. This will also reduce the spread in difficulty between the Sport Scale rules and the F4B rules. In F4B taxi is not permitted as a separate demonstration and is required to be included with the Take Off and Landing maneuvers. With Taxi as a double maneuver, it is very easy to fly a full 10 option flight schedule with only the throttle as a mechanical option. No additional model requirements are necessary to substitute an Overshoot or Lazy Eight for the 10 points no longer available under this proposal.
